A permit Requires renewal once its renewal time has elapsed.

# Permit requester

The permit requester may choose to Renew the permit provided it hasn't surpassed its maximum number of allowed renewals (if max renewals is specified). When a permit is renewed the user is prompted to select a new start time for the permit. Once confirmed, the permit goes back to the Pending category signoff stage and the permit lifecycle starts again.

# Permit closer

A permit closer may choose to Close out the permit at this stage. If any close-out categories exist the permit will become Pending close off, otherwise it will be Completed.
